KC Competency Mapper API

Backend service scaffold for the KC Competency Mapper (CMB v2, CB-123). The Todo demo that used to live here was stripped in CB-124; the product UI will be served by kc-competency-mapper (the sibling K2 frontend repo), not by this API.
